There are several steps involved in completing “The Best There Is” quest in Starfield:

After completing the “Breaking the Bank” quest, talk to Naiva and Jasmine. They will send you to find Huan Daiyu in the well to visit SY-920.

Go to The Well, use the quest marker to find Huan, and talk to her. Agreed with the plan and headed to SY-920 with her crew.

Once on SY-920, go downstairs and talk to Huan on the intercom to see the plan. Your goal is to find a way to the military camp and put on the uniform. The barracks door is locked, so either pick the lock or talk to Elijah. If you choose the latter, trick a guard into leaving, then grab the key.

Use the key to enter the maintenance tunnel and exit from the marked point, preferably the bathroom.

After leaving the bathroom, enter the room on the right and grab an Ensign Uniform from the table. Wearing this uniform allows you to move around freely without raising suspicion.

Follow the quest marker to the entrance to the Command Bay, where you’ll meet a commander. Tell him you are reporting to the command room to gain access.

Take the elevator to the Archives Room. You can use the tunnel again, or you can choose to convince access to the computer that contains the ComSpike information. It’s easier to use tunnels. In the utility room near the Operations Center you’ll find a hidden tunnel.
